BUILDING PEACE AND TRUST: INDIAN ARMY'S SUPPORT FOR THE YOUTH OF JAMMU AND KASHMIR POST-ARTICLE 370 ABROGATION

Indian Army in Kashmir

The abrogation of Article 370 in August 2019 marked a significant turning point for Jammu and Kashmir (J&K). This decision, which revoked the region's special status, aimed to integrate J&K more closely with the rest of India. However, it also brought significant challenges, particularly in terms of security and socio-economic stability. Amidst this backdrop, the Indian Army took on a crucial role in fostering peace and trust, particularly among the youth. Through various initiatives focusing on sports and other extracurricular activities, the Army has been instrumental in steering young people away from stone-pelting and militancy towards a path of hope and development. Article 370 granted special autonomy to J&K, allowing it to have its own constitution and laws. Its abrogation was seen by the government as a step towards better integration and development. However, it also led to fears of unrest and a potential increase in militancy. The youth of J&K, in particular, have been vulnerable to the influences of insurgency and separatist sentiments. The Indian Army's initiatives aimed to address these vulnerabilities by providing positive engagement opportunities. One of the most effective strategies employed by the Indian Army has been the promotion of sports. Sports have a unique ability to unite people, build teamwork, and instill discipline. Recognizing this, the Army has organized numerous sports events and established facilities to encourage youth participation.

The Kashmir Premier League (KPL), organized by the Indian Army, has become a significant platform for young cricketers in the region. Conceived as part of the Indian Army's broader mission to connect with the local population and provide the youth with positive engagement opportunities, the KPL leverages cricket’s immense popularity in India to bring together young people from different parts of Jammu and Kashmir. Launched with the aim of promoting sportsmanship and fostering a spirit of camaraderie, the KPL provides a platform for young cricketers to showcase their talent, learn new skills, and aspire to higher levels of the sport. Football, immensely popular in J&K, has also been a focus area. The Army has organized various football tournaments, including inter-district and inter-school competitions. These events have seen substantial participation, helping channel the energy of the youth towards constructive activities. The idea of organizing football tournaments was part of the Army's broader mission to engage with the local population and provide meaningful opportunities. Football’s universal appeal and accessibility were key factors in its selection. The tournaments aimed to create a positive environment where young people could come together, compete, and develop their skills. To support these tournaments, the Army has invested in improving football facilities and infrastructure, including upgrading existing fields, providing necessary equipment, and setting up practice areas. The Indian Army’s adventure sports initiatives in Jammu and Kashmir also play a role in its broader mission to engage with the local population. Recognizing the region's ideal natural landscape for adventure sports, the Army has organized activities such as trekking, mountaineering, river rafting, skiing, and paragliding. These activities not only promote physical and mental well-being but also help in building a sense of adventure and achievement among participants.

Beyond sports, the Indian Army has undertaken several initiatives to enhance educational and extracurricular opportunities for the youth of J&K. The Army Goodwill Schools (AGS) have been providing quality education to children in remote and conflict-affected areas. These schools focus not just on academics but also on the overall development of students, including extracurricular activities such as debates, quizzes, and cultural programs. The idea of Army Goodwill Schools emerged from the Indian Army’s broader mission to win hearts and minds in Jammu and Kashmir. Recognizing education as a tool for empowerment and peace-building, the Army set up these schools to provide children with access to quality education as part of Operation Sadbhavana (Goodwill). Education plays a crucial role in breaking the cycle of conflict and violence. By engaging the youth in positive and constructive activities, Army Goodwill Schools have helped reduce the allure of militancy and unrest, providing a safe environment for students to focus on their studies and personal growth. These schools promote social harmony by bringing together students from diverse backgrounds, fostering a sense of unity and inclusivity, and building bridges between different communities.

The Army has also facilitated scholarships for meritorious students and provided career guidance to help them pursue higher education and professional careers. Counseling sessions and workshops have been organized to guide students in choosing the right career paths and preparing for competitive exams. Many students in Jammu and Kashmir come from economically disadvantaged backgrounds. Scholarships offered by the Indian Army help cover tuition fees, books, and other educational expenses, alleviating the burden on families and enabling students to focus on their studies. These scholarships encourage students to pursue higher education in fields such as engineering, medicine, law, and science, and also support specialized training in technology, vocational skills, and competitive exams. Engaging with local communities through dialogue and outreach programs helps build trust between the security forces and the public. The Army and other organizations conduct regular meetings with community leaders, parents, and youth to address grievances, understand concerns, and promote cooperation. Community engagement efforts focus on promoting peaceful coexistence and mutual respect among different communities in J&K. By fostering an environment of inclusivity and understanding, these initiatives work towards reducing sectarian tensions and militancy. Addressing the psychological impact of conflict is crucial for rebuilding trust and reducing militancy. Counseling and mental health services are provided to individuals affected by violence and unrest, helping them cope with trauma and rebuild their lives. For individuals who have been involved in militancy, rehabilitation programs offer a path to reintegration into society, providing support for education, vocational training, and employment.

The initiatives by the Indian Army have had a profound impact on reducing militancy and stone-pelting incidents. By engaging the youth in positive activities, the Army has been able to divert their focus from destructive behavior to constructive endeavors. Regular interaction with the youth through counseling sessions, motivational talks, and community meetings has helped build trust and understanding. The Army's efforts to listen to the concerns of the youth and address them have been crucial in fostering a sense of belonging and trust. Operation Sadbhavana, launched by the Indian Army in 1997, is a key initiative aimed at fostering goodwill and promoting development in Jammu and Kashmir (J&K). The operation was designed as a comprehensive approach to address the socio-economic challenges of the region, improve relations between the military and local populations, and counter the influence of militancy. This initiative has played a crucial role in stabilizing the region by focusing on development projects, community engagement, and humanitarian assistance. Under Operation Sadbhavana (Goodwill), the Army has undertaken various community development projects, including infrastructure development, healthcare camps, and women's empowerment programs. These initiatives have helped build a positive image of the Army and reduce the influence of militant propaganda.

The focus on sports has been particularly effective in deterring youth from militancy. Engaging in sports provides a sense of achievement and a platform to showcase talent, reducing the allure of joining militant groups. The discipline and teamwork learned through sports also contribute to building a more cohesive society. The impact of the Indian Army's initiatives is evident in the success stories of many young individuals from J&K. For instance, a young cricketer from Kulgam, who participated in the Kashmir Premier League, went on to play at the state level. He credits the KPL for providing him with the platform to showcase his talent and believes such initiatives can transform many lives. A footballer from Baramulla, who participated in Army-organized tournaments, now plays for a reputed football club in India. He attributes his success to the opportunities provided by the Army and encourages other youth to participate in similar activities. A student from Kupwara, who received a scholarship facilitated by the Army, is now pursuing engineering at a prestigious university. He acknowledges the role of the Army's career guidance and scholarship programs in shaping his future.

Amir Hussain Lone, an armless cricketer, has become a symbol of determination and inspiration in the region. His journey from overcoming physical limitations to achieving excellence in cricket has been significantly supported by the Indian Army, showcasing its commitment to empowering youth and fostering inclusivity. Despite facing considerable challenges from an early age, Amir's passion for cricket and determination led him to develop unique techniques to participate in the sport. Utilizing his feet and other parts of his body, Amir adapted cricket techniques to suit his abilities. His innovative approach demonstrated his unwavering commitment to the sport. The Indian Army recognized Amir’s exceptional talent and potential, providing him with the resources and opportunities needed to advance his cricketing career. With the Army’s support, Amir participated in various local and regional cricket tournaments, garnering respect and admiration from fellow players, coaches, and the local community. The Army organizes and sponsors numerous sports events and tournaments throughout J&K, covering a range of sports, including cricket, football, and basketball. These events provide a platform for local talent to showcase their skills and gain valuable experience.

The Indian Army's role in supporting the youth of Jammu and Kashmir post-Article 370 abrogation has been pivotal in steering them away from militancy and towards a path of peace and development. Through sports, educational initiatives, and community engagement, the Army has successfully built trust and provided positive platforms for the youth. These efforts have not only helped reduce violence but also fostered a sense of unity and hope among the younger generation. As J&K continues to integrate with the rest of India, the need for such initiatives remains critical. The success stories emerging from the region are a testament to the positive impact of the Army's efforts. With sustained and collaborative efforts, the vision of a peaceful and prosperous Jammu and Kashmir, where the youth play a key role in shaping the region's future, can be realized.
